The decision was made following discussions with their respective coaches, Trevor Painter and Lloyd Cowan, and UK Athletics head coach Charles van Commenee.
Meadows, a bronze medallist at last year's World Championships in Berlin, was slated to run in the 800m but will now be replaced by Emma Jackson, while Olympic 400m champion Ohuruogu was selected for the 4x400m relay.
However, both will now watch from home as they fine tune their preparations for the following weekend's Aviva UK Championships, which doubles as the trials for this year's priority European Championships in Barcelona.
In other changes, former world silver medallist Nicola Sanders has withdrawn from the 400m and will only run in the relay. She will be replaced by Kim Wall.
James Ellington will be replaced by Rikki Fifton in the men's 4x100m squad while Richard Buck steps in for Robert Tobin in the 4x400m.
