The European 60m indoor champion clocked 20.51 seconds in the 200m - as American Lionel Larry claimed the race.
"At this point I am content to race wherever I can, whenever I can," said Chambers, in a reference to the ban by major European promoters that is forcing him to prepare for this year's World Championships at smaller meetings.
"Back home, I'm treated worse than a murderer - but here I can do my thing with no fuss and attention.
"Without access to the best races it's going to be a difficult summer but I'm not quitting.
"I think I have the opportunity to do a lot of good for the next generations by standing up and telling it the way it is."
Britain's Tyrone Edgar won the men's 100m at the invitational event - clocking 10.20 secs while American Carmelita Jeter ran the fastest time in the world this year to win the women's 100m in 10.96 secs.
Elsewhere, Great Britain's Vicky Barr won the women's 400m in 52.92 secs while Meghan Beesley - who won bronze in last year's World Junior Championship - claimed the 400m hurdles in 57.65 secs. Loughborough team-mate Justine Kinney was third.
British sprinter Abi Oyepitan finished a distant seventh in the women's 200m in a time of 23.82 secs - Arizona's Charonda Williams took line honours.
