The 18-year-old made it four wins from four by downing the Netherlands' Josephine Wentholt 21-15, 21-8 and is now through to the semi-final where she will face China's Deng Xuong.
"I've really happy to reach the semi finals and I was very pleased with the way I played," said Milne.
"I started well and built up a good early lead in both sets and I was able to close out the match from there.
"All I can do is stick to what I've been saying all the way through this tournament, that I'll take one game at a time.
"So I'll now go home, rest and recover, and come back ready to go for it in the semi-final."
Deng downed Spain's Carolina Marin 21-12, 21-19, ensuring Milne is the last European left in the draw in the Lion City.
Milne's victory was made all the more impressive by the fact that Wentholt had downed the number one seed on the first day of competition.
Head junior coach Martin Andrew said: "This was very good performance, controlled and focused against an opponent who had beaten the top seed on day one."
In the other semi-final, Thailand's Sapsiree Taerattanachai will play Vietnam's Vu Thi Trang, who defeated Denmark's Lene Clausen in straight games.
