Following defeats to China and Mexico on Thursday, Peel's troops thought they had broken their Manchester duck against the Netherlands.
But despite a last gasp field goal from Caroline Matthews, the GB team couldn't swing the tie back in their favour.
"It's disappointing to get so close to winning," said Sugden. "We are still pretty confident and the side is still young at the moment.
"We'll head into the semi finals in the knowledge that we are learning all the time and improving."
Peel's side were cruising at the half-time interval with Matthews (13 points) and Helen Freeman terrorising the Netherlands rearguard.
But Roos Oosterbann orchestrated the comeback for the visitors, claiming four assists as the Netherlands clung on to their narrow advantage at the death.
