Bromley, a veteran at 37, was fifth after the first run, but produced the goods on the second to move into the silver medal position with just Dukurs left to go.
The Brit had clocked 50 seconds exactly in the first run and followed that up with a second run of 50.37 to ensure he starts the eight-legged World Cup season on the podium.
Bromley enjoyed a stellar 2008, becoming the first slider in history to be crowned world, European and overall World Cup champion, and while he failed to recreate that form last season, with Vancouver 2010 on the horizon the Brit will be buoyed by his impressive start to the campaign.
But there was not such good news for fellow Brits, Andy Wood and last season's world silver medallist Adam Pengilly. Neither managed to qualify for the second run in Utah as neither could finish in the top 21.
Bronze in Park City went to Germany's Sandro Stielicke.
