Rabon's performance ensured he remains top of the general classification, with one stage left, with a total time of 13:17.49 hours.
Russian Menchov is 38 seconds back in second while Wiggins is 53 seconds behind the Czech Republic's leader Rabon.
Radioshack's seven time Tour de France winner Lance Armstrong finished eighth in the time trial to leave him well off the overall pace in seventh 1:23 minutes behind.
Armstrong's teammate Andreas Kloden from Germany is fourth overall, 57 seconds behind Rabon.
The fifth and final stage on Sunday is a 121.1km route from Redyser to Murcia with a downhill finish that should provide plenty of drama.
