Australian Gerrans, who finished third in stage three, clocked the same time as Carmiooro rider Francisco Ventoso but the Spaniard was the first across the line to claim stage five.
Rogers finished in third to ensure he retained the overall lead and took the tour title for HTC-Columbia in a time of 18:12.16 hours.
Belgian Jurgen Van den Broeck finished second in the general classification for Omega Pharma-Lotto 19 seconds behind while Spain's Sergio Pardilla topped off a good day for Carmiooro by taking third.
Gerrans, who was making his Team Sky debut in Spain, will be hoping to take his form into Sunday's Almeria Classic before the Paris-Nice ride which begins on March 7.
"I didn't come here expecting any results whatsoever, it was more of a preparation race, so to get a couple of podium finishes is a nice bonus," said Gerrans.
Columbia's Mark Cavendish abandoned the final stage after the rainy conditions took hold and his next race will be Tirreno-Adriatico in his adopted country of Italy.
Meanwhile, Team Sky's Bradley Wiggins, who finished second in stage four's time trial, will be taking part in the Tour of Murcia next month.
