The 15-year old lifted his first world title in emphatic style in Rome last summer but started 2010 slowly, losing his national title to Peter Waterfield in February.
However, while he didn't return to the top of the pile in China, there were encouraging signs for Daley as he recorded his highest score of the season of 520.35.
A sloppy third jump cost the Brit a place on the podium as Germany's Sascha Klein scored 531.50 to strike bronze behind China's Qiu Bo and Zhou Luxin in first and second respectively.
Meanwhile, Megan Sylvester and Monique Gladding also suffered the agony of fourth place in the women's 10m synchro.
The duo came sixth in last summer's World Championships but scored consistently high for synchronization in China to finish with 299.76.
China's Olympic champions Chen Roulin and Wang Hao wrapped up the win with 330.00 to complete a clean sweep of golds for the host country in the first of the three-event series.
The divers will go to Veracruz, Mexico on April 16 and 17 for the second event before finishing the World Series in Sheffield on April 23 and 24.

Unfair to call Tom's third
Unfair to call Tom's third dive 'sloppy'. He scored 8.5's. Scores of 97.20, 81.00, 81.60, 84.00, 79.20 and 97.35 was a consistent performance. His two new dives held up well.
