The 28-year old scored 510.20 in the individual 10m platform final to place second behind Olympic synchronised 10m platform champion Huo Luang.
Waterfield, who won Commonwealth gold for the discipline eight years ago, started the season well by reclaiming his national 10m title from world champion Tom Daley.
And after finishing above Australia's Olympic champion Matt Micham in both the semi final and final in Rostock, Waterfield admitted he was feeling more confident with every competition.
"That was a good performance for me," he said. "I went into the competition feeling confident after the British Gas National Cup earlier this month and I just wanted a repeat performance here.
"It had been a long weekend leading into the final but it all went to plan and I am pleased that after my injuries I am getting back to my best.
"I went into the final with the highest score from the semi-final which was great."
Waterfield also impressed in the men's synchronised 10m platform event in Germany, finishing fifth overall with partner Max Brick.
Meanwhile, European bronze medallist Helen Galashan reached the final of the women's individual 10m platform event before finishing sixth overall.
