Fell, who admits she has had a disappointing season, with a fifth place in the opening World Cup event in Mexico her best result, qualified third in her semi-final in Chengdu.
She will be joined by Samantha Murray, who finished 11th, while Freyja Prentice advanced in 14th place in her semi-final.
However, Katy Burke failed to qualify - although Fell, Murray and Prentice are Britain's three nominated athletes to score for the team competition, aiding medal hopes in event.
"We were hoping to have all four in the final, but unfortunately Katy didn't have a good fence and it was very difficult for her to come back from that," said performance director Jan Bartu.
"The other three competed really well. Freyja had to put up a fight in the combined event but she came through.
"We're in good shape for the final and for the team competition, although we know it will be a tough day."
