The 27-year old, who struck team silver at the World Championships in Crystal Palace last summer, won 26 of her 37 bouts for 1000 points in the fencing event before recording 1180 for her riding.
And while she clocked the fourth best time of 12:09.61 minutes for her combined event, Fell was always making up for time after the 14th best swim of the day and finished on 5340 points, 136 down on German winner and Olympic champion Lena Schoneborn.
With Sam Weale having finished fourth in Saturday's men's final, Louise Helyer rounded off an encouraging week for the British squad as she equalled her career best World Cup finish to come eighth.
The 24-year old's best performances came in the swim, where she recorded the fastest time of the day of 2:15.01, and the riding, where she scored a perfect 1200.
And while 17 defeats in the fencing cost her a shot at the podium, a combined time of 13:10.91 was the 14th fastest of the day and the Brit finished on 5076.
Great Britain's final women's competitor, 20-year old Samantha Murray, scored a personal best riding score of 1172 to finish 16th on her World Cup debut.
