Kerwood, 22, who won gold in the double trap in Manchester in 2002 aged just 15, initially finished fourth in qualification, level on 71 points with six other shooters, before dropping to tenth after a shoot-off to miss out on a place in the six-person final.
Fellow Brits Abbey Burton, twice a World Junior Championship silver medallist, finished 23rd with Charlotte Povey 39th.
Meanwhile, the British men failed to make an impact on qualification with James Sole and Bradley Davis finishing 76th and 78th respectively, with Edward Ling 81st.
A 26-strong squad was sent to Munich under the watchful eye of Clive Woodward, the British Olympic Association's director of elite sport.
