The Dutchman, who won the 5,000m title at the Vancouver Winter Olympics, crossed the line in front of his home crowd a time of 6:19.63 minutes.
The victory will go some way to make up for the heartache Kramer suffered after setting an Olympic record to win the 10,000m in Canada but being disqualified due to skating out of his lane and handing the gold over to South Korea's Lee Seung-Hoon.
Norway's Havard Bokko took silver in a time of 6:21.08 while Ted-Jan Bloemen of the Netherlands captured bronze.
Meanwhile, Konrad Niedzwiedzki took 500m gold as the Pole, who finished way down in 31st at the Vancouver Winter Olympics, took the victory in a time of 35.68 seconds.
Swede Joel Eriksson took silver in a time of 36.25 seconds while Olympic team pursuit silver medallist Jonathan Kuck from America finished third to claim bronze.
