Goddard clocked 1:57.84 as he finished just behind four-time Olympic medallist Laszlo Cseh, who won gold in a 1:56.66 championship record.
British team mate Robbie Renwick placed eighth the final of the 200m freestyle, as German world record holder Paul Biedermann won gold.
Michael Jamieson finished 12th in the semi final of the 200m breaststroke and Sophie Allen swam 2:13.29 to qualify fifth fastest for tomorrow’s final of the 200m medley.
With the London 2012 Olympics looming, Great Britain only sent a five-strong team to Hungary with sprint freestyler Craig Gibbons completing the small squad.
But all five are still in heavy training and have not tapered for the championship as they priortise their preparations on this summer.
