The International Olympic Committee president said he was determined the spectre of dope cheats would not hang over the event.
The last Winter Games in Turin were overshadowed by police raids on the Austrian biathlon team while Olga Pyleva, who won silver in the 15km women's biathlon, tested positive for a banned stimulant.
"We have a zero tolerance policy for doping," said Rogge.
"There are many weapons to trace the cheats. This is going to be the strategy, unannounced out-of-competition testing and targeted testing.
"That means according to the information we get from grassroots level, which is very crucial information. So if we see an athlete disappearing and then reappearing at a very late period, we'll try to find out why."
Rogge also confirmed the anti-doping tests would be kept for eight years, should new tests or doping methods come to light.
Meanwhile, IOC Olympic Games director Gilbert Felli claimed he had no concerns about the mild weather at some ski venues, which has forced organisers to commence emergency snow stockpiling measures.
